Our client, a leading consultancy, is looking for a Procurement Lead to join a large local authority on an initial 6 month contract. The aim of the role is to develop the procurement function as well as support the day to day running of procurement activities, through an ambitious programme of change and transformation that it needs to be carried out over the coming years.
An important part of the transformation and procurement activity will be to deliver an insourcing programme for the previously outsourced set of support activity (including IT Services). Applicants will be required to work across a number of procurement projects and activities as part of an onsite Consultancy Team. Working closely with the in-house procurement team to assist in the transfer of skills and knowledge. They will be involved in planning how improvement can be made, taking the lead on specific procurement projects from needs assessment through to the award of contracts, including the: development of specifications, review of business cases, market analysis and running tender exercises.
Applicants must have previous experience of procurement in the Public Sector, in particular, use of the Public Contract Regulations. Strong communication and internal customer relationship skills and a high level of commercial procurement experience and expertise.
